Waterloo was built for the most part in the nineteen sixties and seventies, as four-sided villas on large plots. Belgium only imposed its first thermal regulation in 1974. A house built before that has, at best, token insulation, and that is where the heating bill is decided.
We always start by looking at what returns the most per euro spent, in this order.

The Walloon grants
In Waterloo the grants still exist. Until 30 September.
Unlike Brussels, where the Renolution grants are suspended, Wallonia still supports renovation. But the current temporary scheme ends on 30 September 2026, and the file has to be filed complete before that date, final invoice included. From 1 October, support runs through the extended Renopack and Renopret loans, reserved for homes rated PEB E, F and G.

If you are starting now
Let us be straight: a job started today will not be finished and invoiced before 30 September. So it will be the new scheme. We price the quote on that basis, without selling you a grant you will not get.
The housing audit is still compulsory for almost every job, except roof and attic insulation. It costs between 500 and 1200 euros and is itself grant-aided. That is also why we often start with the roof.

Joli-Bois
The district of large villas under the trees, south of the centre. A great deal of sixties and seventies building stock on wide plots.
Mont-Saint-Jean
To the north, towards the battlefield. Older stock in places, with sightline constraints worth checking before touching the volumes.
Chenois
West of the railway line. A mix of villas and more compact houses, often insulated from the inside.
Centre
Around the chaussée de Bruxelles. Apartment buildings and commercial ground floors, where site disruption is handled differently.
Faubourg Est
North-east of the chaussée. Regular plots, attached garages, and a great many original roofs now at the end of their life.
Faubourg Ouest
North-west of the chaussée. The same generation of building, with rear extensions towards the garden very common.
Permits and planning
Waterloo does not follow the Brussels rules.
It is a difference many people discover too late. Waterloo is in Walloon Brabant, so in the Walloon Region: the Territorial Development Code applies, not the Brussels one. Article D.IV-4 of the CoDT lists the acts and works that need a permit.
An extension, a change of volume or a change of window frames on the facade all go through the town planning service, which also applies its own municipal regulation. The service is open Monday to Friday, 8am to 12.30pm.
